chore(deps): add @commitlint/cli + config-conventional dev deps The repo's .commitlintrc.json extends @commitlint/config-conventional and the .husky/commit-msg hook invokes the commitlint CLI, but neither package was actually declared in package.json — both were resolved implicitly via npx and the local cache. This makes a clean install break the commit-msg hook. Adds both packages as devDependencies (^20.5.0 — latest at the time of writing) so a fresh `npm install` produces a working hook.
