senke	66ba082788	fix(backend): use explicit DISABLE_RATE_LIMIT_FOR_TESTS flag instead of env-based bypass ... Replace NODE_ENV/APP_ENV bypass with DISABLE_RATE_LIMIT_FOR_TESTS=true.
