senke	30a1303393	chore(web): document ghost routes with no backend implementation ... Mark /gear, /live, /education, /queue, /developer routes as PLANNED with a comment indicating no backend exists yet. These routes render frontend components but have no corresponding API endpoints. No routes removed — this is documentation only, zero regression risk. Addresses audit finding: section 2 (product/code inconsistencies).
